拒绝申请

流程：
1. 验证申请存在且状态为 pending
2. 更新申请状态
3. 发送邮件通知

- RejectRequest: 拒绝申请请求
  - `reason` string, nullable: 拒绝原因（可选）
  - `send_email` boolean: 是否向用户发送拒绝通知邮件
