`POST /api/admin/applications/{application_id}/approve`

审批通过申请

流程：
1. 验证申请存在且状态为 pending
2. 调用 TokenService 创建用户和 Token
3. 更新申请状态
4. 发送邮件通知

- `application_id` integer, required

## Request body

- ApproveRequest: 审批通过请求
  - `token_expires_days` integer: Token 有效期（天）
  - `rps_limit` integer, nullable: 每秒请求数限制；留空走系统默认
  - `daily_quota` integer, nullable: 每日请求配额；留空走系统默认
