Fetch GDACS (UN/EC) global disaster alerts near a location.

Returns active disaster alerts (earthquake, flood, cyclone,
volcano, drought) with alert levels (Green/Orange/Red).

**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing).
