Cross-validate an AIS tsunami detection with DART buoy data.

Provide the centroid of the AIS anomaly (``lat``, ``lon``)
and optionally ``anomaly_time``.  Returns DART buoy matches
within the specified distance and time window.

**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing).
