- TidalResidualValidateRequest: Request to validate a previous residual forecast against actual data.
  - `station_id` string: NOAA CO-OPS station ID
  - `forecast_residual_m` number, required: Previously forecasted residual (meters)
  - `forecast_time_utc` string, required: UTC time of forecast target (ISO 8601)
