Scan a region for tidal compliance anomalies.

Queries IRIS FDSN for broadband stations, computes theoretical tidal
amplitudes, estimates compliance ratios, and identifies deep water
drill targets.

## Query parameters

- `x_api_key` string, nullable

## Request body

- ScanRequest: Request body for /scan -- regional compliance survey.
  - `lat` number, required: Center latitude (-90 to 90)
  - `lon` number, required: Center longitude (-180 to 180)
  - `radius_km` number: Search radius in km (10-1000)
  - `min_compliance` number: Minimum compliance for deep water targets
