Run 2D surface wave tomography for a region.

Collects all available station-pair dispersion measurements
within the bounding box, then inverts for 2D phase/group
velocity maps at the specified periods using a fast-marching
eikonal tomography algorithm.

Parameters (JSON body):
- min_lat, max_lat, min_lon, max_lon : float -- Bounding box (required)
- periods : list[float] -- Target periods in seconds (optional)
- grid_spacing_km : float -- Grid cell size in km (optional, default 10)

**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing).
