Bulk-pull recent TLEs from Space-Track into the local cache.

Intended for a nightly cron.  Expensive + hits Space-Track's rate
limit -- gate this behind admin auth in server.py if exposing
publicly.  Returns `status: unavailable` cleanly if creds are not
set, so a cron can safely no-op before Space-Track is configured.
