Density-ensemble decay forecast with min/mean/max + spread UQ.

Runs decay_rate_km_per_day against every available density model
(pymsis NRLMSISE-00 + NRLMSIS-lite today, with slots for DTM-2020
and JB2008 on the Phase I roadmap) and returns the ensemble
statistics.  Spread is a conservative lower bound on true
uncertainty until all three reference models are wired.

  - `altitude_km` number, required: Current mean altitude in km.
  - `mass_kg` number, required: Spacecraft dry mass in kg.
  - `area_m2` number, required: Mean drag cross-section in m^2.
  - `cd` number: Drag coefficient; 2.2 is typical for LEO.
  - `f107` number, nullable: Override F10.7 SFU; omit for current SWPC value.
  - `ap` number, nullable: Override Ap index; omit for current SWPC value.
