Assess geomagnetic modulation of seismicity at a location.

Estimates expected seismicity rate change, triggered event
probability, and Coulomb stress perturbation from the current
geomagnetic state, based on Buchachenko (2021) magnetoplasticity
theory.

Note: effect size is small (<5%) and debated in the literature.
Use as a supplementary signal, not a deterministic predictor.
