Assess permanent damage from a solar panel impact event.

Uses the trained damage severity regressor to predict permanent
capacity loss (%).  Falls back to rule-based estimation when
the ML model is not trained.

**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing).
