Rush Valley (Tooele County, UT) per-site validation against
Gardner & Kirby 2011 USGS SIR 2011-5068.

Cached to a JSON file on disk; refreshed daily by a cron so the
endpoint always returns in <50 ms.  If the file is older than
24h, a background refresh is kicked off while the stale-but-
current response is served (so the caller never waits on the
30-100s NWIS batch fetch).
