Retrospective replay payload for a past earthquake event.

`event_id` is either a USGS event id (prefixed `us`/`ak`/`nc`/
etc) or a DeepMap prediction id.  Returns the tensor snapshot
trajectory for the N hours before the event plus every
prediction that was active in that window -- the raw data a
visualizer needs to animate the hours leading to the event.
