Public registry of pre-registered forward-test hypotheses.

Scans hypotheses/locked/, hypotheses/tested/, hypotheses/withdrawn/
and returns all entries with lock metadata, OTS-anchor status,
re-eval date (parsed from notes), and result if recorded.

Per nulls-paper Section 7 methodology rigor: pre-registration of
forward tests + lockfile sha256 + OTS Bitcoin anchor preserve a
public audit trail of which hypotheses were specified BEFORE
running tests vs post-hoc claims.

Returns the full registry + an `upcoming_reeval` calendar for the
next 24 months.  Phase B.1 deliverable (research-page catch-up).
