Top currently-active, high-risk predictions for the live dashboard.

Powers the "Active Predictions" panel on the homepage.  Returns the
freshest predictions still inside their validation window, ordered
by risk_score DESC.  Cached 30s so a busy homepage doesn't hammer
the ledger.
