If lat/lon not provided, geocodes the address via Nominatim.
Generates 8-component GeoRisk PDF and emails it to the customer.

Abuse-guarded: honeypot + per-IP + per-recipient rate limits stop
the email-bomb relay / free-report loop / PDF-render DoS.
