Simulate monitoring for a set of locations (one-time scan).

Performs a full multi-hazard assessment with cross-physics
reasoning WITHOUT creating a persistent portfolio.  Useful
for evaluating locations before committing to monitoring.

Required field: ``locations`` (array of ``{lat, lon, label}``).
Max 50 locations.

**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing).
