# Portfolio Create

`POST /api/v1/monitoring/watchdog/portfolio/create`

Create a monitoring portfolio.

Register a set of locations for continuous multi-hazard monitoring.
Each location gets an initial risk snapshot, and the watchdog
begins autonomous monitoring at the configured frequency.

Required fields: ``portfolio_name``, ``locations`` (array of
``{lat, lon, label, property_value_usd}``).

Optional fields: ``alert_threshold`` (default MODERATE),
``webhook_url``, ``email``, ``alert_channels``,
``monitoring_tier`` (basic/standard/premium).

Max 500 locations per portfolio.

**Pricing:** Free to create.  Monitoring costs $50-$500/month
based on location count.
