Batch tailings dam risk assessment.

Accepts up to 50 locations per request. Returns individual
stability scores plus a portfolio summary.

Required field: ``locations`` -- array of objects with ``lat``,
``lon``, and optionally ``radius_km``, ``site_id``, ``include_weather``.

Maximum 50 locations per batch.

**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing).
