`POST /api/v1/marketplace/models/submit`

Submit a new ML model for marketplace review.

The model .joblib file must exist at the provided model_path.
Auto-validates: loads the model, checks it has a predict() method,
and measures inference latency on a small test input.

Requires the caller to be a registered creator.
