Extract earth tidal strain harmonics from LIGO noise.

Measures M2 (lunar semidiurnal), S2 (solar semidiurnal),
O1 (lunar diurnal) tidal strain amplitudes.  Deviations from
predicted values indicate loading changes (groundwater, ocean).
