Extract microseismic power as ocean wave state proxy.

Microseisms in LIGO data directly measure ocean surface gravity
wave energy.  Primary microseisms (0.05-0.1 Hz) track swell
period; secondary microseisms (0.1-0.5 Hz) track wave-wave
interactions and storm intensity.
