Latest daily Bitcoin/OpenTimestamps anchor of the prediction ledger.

The whole hash chain is snapshotted into a SHA-256 manifest root once
per UTC day and timestamped to Bitcoin, so every forecast is anchored
by the first daily anchor after it was logged. Returns HTML in a
browser, JSON when ``format=json``. Never 500s -- if no anchor exists
on this node it reports ``available: false``.
