Full portfolio risk assessment.

Accepts up to 1,000 properties and returns individual risk
summaries plus portfolio-level aggregates:
- Risk distribution (LOW/MODERATE/HIGH/CRITICAL)
- Decision distribution (APPROVE/CONDITIONS/REFER/DECLINE)
- Geographic concentration clusters
- PML estimates at 100yr and 250yr return periods
- Diversification score (0-100)
- Actionable rebalancing recommendations
