Triage an insurance claim against real event data.

Cross-references with USGS earthquake catalog, NWS storm reports,
and FIRMS fire data. Returns plausibility score and fraud flags.

**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing).

Required: lat, lon, event_type, event_date, claimed_amount_usd.  Optional:
property_value_usd (the insured value) -- without it the claim-amount check is
not computed and raises no fraud flag.
