Get waveform statistics without returning raw samples.

Downloads miniSEED via FDSN dataselect, computes RMS amplitude,
peak amplitude, dominant frequency, spectral peaks, and noise
floor. Returns statistical summary only (not a data mirror).
**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing).
