Ionospheric TEC analysis from GNSS station pairs.

Computes Total Electron Content anomaly, spatial TEC gradient,
and tropospheric delay.  Pre-seismic TEC anomalies (0.5-3 TECU
excess) may appear 1-5 days before M5+ earthquakes.
