Predict using the trained multi-vertical fusion model.

Pass a feature vector (current observations from any/all verticals)
and get predictions for seismic risk, volcanic alert, etc.

Requires fusion/run with train_models=true to have been called first.

  - `features` object: Feature dict (e.g. {vol_alert_score: 3.0, sub_cable_health: 80})
  - `target` string, nullable: Specific target to predict, or null for all
