Calculate blade-pass frequency (BPF) from rotor RPM range.

BPF = (RPM / 60) * n_blades.  This is the dominant frequency
of turbine-generated seismic noise and determines the optimal
cross-correlation frequency band.  Free endpoint -- no auth
required.

## Query parameters

- `rpm_min` number, required: Minimum rotor RPM
- `rpm_max` number, required: Maximum rotor RPM
- `n_blades` integer: Number of blades (default 3)
