Search electrical substations within a bounding box.

Returns substation locations, voltage class, and operator.
Substations are the primary sources of 60 Hz ground vibration
used in passive seismic imaging.

## Query parameters

- `min_lat` number, required: Bounding-box minimum latitude
- `max_lat` number, required: Bounding-box maximum latitude
- `min_lon` number, required: Bounding-box minimum longitude
- `max_lon` number, required: Bounding-box maximum longitude
- `state` string, nullable: US state abbreviation to filter substations (e.g. 'CA')
- `x_api_key` string, nullable
