Detect TEC anomalies against a running baseline.

Computes the deviation of each TEC value from a rolling median
baseline (default 27 days) and identifies statistically significant
positive or negative anomalies that may indicate ionospheric
perturbation.

Parameters (JSON body):
- tec_timeseries : list[float] -- TEC values in TECU
- baseline_window_days : int -- Baseline window in days (default 27)
