Cross-references TEC anomalies with an earthquake catalog to
identify systematic ionospheric perturbations preceding seismic
events. Uses the Heki (2011) methodology for superposed epoch
analysis.

- earthquake_catalog : list[dict] -- Earthquake events with time, lat, lon, mag
