Get current urban seismic noise level for a city.

Fetches real-time waveform data from Raspberry Shake FDSN and
computes the RMS noise floor in the 1-20 Hz anthropogenic band.
Falls back to synthetic demo data if RS FDSN is unavailable.
**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing).

Parameters
----------
city : str
    City name (default 'Mexico City').
station : str, optional
    Specific RS station code.
duration_minutes : int
    Duration in minutes (default 10, max 120).
start_time : str, optional
    ISO 8601 UTC start time.

## Query parameters

- `city` string: City name to fetch urban noise for (e.g. 'Mexico City', 'New York', 'London')
- `station` string, nullable: Specific RS station code. If not provided, uses the default station for the city.
- `duration_minutes` integer: Duration of waveform to fetch in minutes (default 10)
- `start_time` string, nullable: ISO 8601 start time (UTC). Defaults to recent data.
- `x_api_key` string, nullable
