`POST /api/v1/forensic/generate-report`

Generate a forensic PDF report from event replay parameters.

**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing).

Accepts the same parameters as POST /api/v1/replay/event and
returns the forensic PDF report as a downloadable file.

Request body:
- lat (float, required): Latitude
- lon (float, required): Longitude
- event_date (str, optional): ISO date of event
- event_type (str, optional): "earthquake" (default)
- usgs_event_id (str, optional): Specific USGS event ID
- min_magnitude (float, optional): Minimum magnitude (default 3.0)
- radius_km (float, optional): Search radius (default 200)
- return_json (bool, optional): If true, return JSON metadata instead of PDF

- `x_api_key` string, nullable
