Withdraw an open commit BEFORE its window opens (POST + auth).

Body = {"commit_sha256": <64 hex>} exactly. The withdrawal is
logged in the chain and displayed forever; a withdrawn commit
frees its open slot but still counts toward the 30-day volume cap
(spec section 7 rule 1).
