Submitter registration, step 1 of 2 (DOUBLE OPT-IN).

Issues NOTHING: a pending record is written and a confirmation
link is emailed. Only the emailed link (the address owner's inbox)
can complete registration -- you cannot register someone else's
address. Anti-spam trio enforced before anything is written.
