Step 2 of 2: the emailed one-click link.

Registers the submitter in the exchange store and issues the
submitter_id + bearer token. The token is shown ONCE; only its
sha256 is retained. (GET with an unguessable capability token
mirrors the alerts /confirm precedent -- an emailed link must be
clickable.)
