`GET /api/v1/data/weather/stations`

List available weather stations — no auth required.

Returns pre-built major city stations. Optionally filter by state
or provide a state code to query NWS for all stations in that state.

- `state` string, nullable: Filter by US state (e.g., NY, CA)
