Generate an interactive Plotly dashboard on-demand.

Returns a self-contained HTML page. Panels without real data behind them render
as NOT COMPUTED with the reason (null > false data, 2026-10-14).

**Supported verticals:** volcano, earthquake, tsunami, das, dam-safety,
aviation, bwai, tidal-forcing, seismic-risk

No API key required (metered if key present). Open the URL in a browser
to view the interactive dashboard.

- `region` string: Region for earthquake dashboard
- `lat` number: Latitude for seismic-risk dashboard
- `lon` number: Longitude for seismic-risk dashboard
