Return the raw TLE event catalog inside a time + space window.

Each event includes time, lat, lon, altitude, class, brightness,
and polarity.  When ASIM catalog is unreachable, the synthetic
generator delivers a deterministic placeholder catalog seeded
on (lat, lon, today).
