Build a regional tidal sensitivity map.

**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing). Requires authentication.

Request body:
    lat_min (float): Southern boundary.
    lat_max (float): Northern boundary.
    lon_min (float): Western boundary.
    lon_max (float): Eastern boundary.
    stations (list, optional): List of station dicts with lat, lon,
        id, and optionally earthquakes (catalog list).
    n_synthetic (int, optional): Number of synthetic stations to
        generate if no stations provided (default 20).

Returns per-station tidal sensitivity indices with overall
interpretation of regional stress state.
