Get Elo-weighted consensus for a specific region.

If ``lat`` and ``lon`` are provided they are used directly; otherwise
the endpoint attempts to look up the region by name from a built-in
table of major seismic regions.

**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing).
