Returns current pathogen concentrations, early warning score,
alert levels, and ML features for cross-correlation pipeline.

- PandemicWastewaterRequest: Request body for pandemic wastewater analysis.
  - `lat` number, required: Analysis center latitude (WGS-84)
  - `lon` number, required: Analysis center longitude (WGS-84)
  - `pathogen` string: Target pathogen: COVID, INFLUENZA_A, INFLUENZA_B, RSV, NOROVIRUS, MPOX
  - `population_served` integer, nullable: Population served by the wastewater treatment plant (optional, improves accuracy)
  - `include_forecast` boolean: Include 14-day surge forecast in response
