Validate beamformed storm location against NDBC buoy data.

Compares the microseism-derived storm position with observed
wave heights at nearby NDBC buoys.

Parameters
----------
storm_lat : float
    Estimated storm latitude.
storm_lon : float
    Estimated storm longitude.
buoys : list of dict, optional
    NDBC buoy observations. Uses demo data if not provided.
