Extrapolate storm trajectory from sequential location fixes.

Uses past storm fixes to estimate speed and heading, then
projects forward.

Parameters
----------
locations : list of dict
    Each dict has ``lat``, ``lon``.
times : list of str
    ISO timestamps for each location.
forecast_hours : int
    Hours to extrapolate forward (default 24).

**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing).

  - `locations` object[], required: Sequential storm location fixes with lat, lon
  - `times` string[], required: ISO timestamps for each location
  - `forecast_hours` integer: Hours to extrapolate (default 24)
