Continental Vs30 map summary.

Returns the full CONUS 0.25-degree Vs30 grid with NEHRP
site classification, event counts, and class distribution.
Cells with fewer than min_events are excluded.

The grid covers lat [24.5, 49.5], lon [-125.0, -66.5] at
0.25-degree resolution (~25 km cells at mid-latitudes).
