Detect anomalous Vs30 grid cells.

Returns cells where Vs30 deviates more than threshold_pct from
the temporal baseline.  Anomalies may indicate rapid soil
saturation (landslide precursor), subsurface fluid injection,
seasonal freeze/thaw, or data quality issues.
