Retrieve the network-median dv/v series for the station pairs near a point.

**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing). Requires authentication.

Served ONLY from the fixed method (in production since 2026-10-14; rs_network/dvv_fixed_reader.py).
Each date is the MEDIAN over at least 10 station pairs, a 14-day moving average, in the
deep (0.1-0.5 Hz) or mid (0.5-2 Hz) band, 90-day reference window. Rows computed by the
earlier pipeline are never served: the answer is null with the reason and a count of what was
withheld. The validation claim is in `dvv_validation`: validated for network-level drops after
large earthquakes only. (Until 2026-10-14 a miss became a seeded random-walk "modeled estimate".)

- DvvHistoryRequest: Request dv/v velocity change time series for a region.
  - `lat` number, required: Center latitude
  - `lon` number, required: Center longitude
  - `radius_km` number: Region radius in km
  - `days` integer: Number of days of history (max 365)
  - `window_days` integer: Reference window (90, 180, or 365 days); only 90 has a validated fixed-method series
  - `band` string: Frequency band: 'deep' (0.1-0.5 Hz) or 'mid' (0.5-2 Hz); other bands are not validated
