Analyse He-3/He-4 isotope ratios at a location.

Request body:
    lat (float): Latitude in decimal degrees.
    lon (float): Longitude in decimal degrees.
    radius_km (float, optional): Search radius (default 100 km).
    he3_concentration (float, optional): Measured 3He concentration.
    he4_concentration (float, optional): Measured 4He concentration.

If he3/he4 concentrations are provided directly, the ratio is
computed from them.  Otherwise the module fetches nearby
measurements from the USGS and synthetic databases.
