District-portfolio endpoint for mid-major + sovereign customers.

Returns per-target F7 features + portfolio-level rollup
(max alert class, mean composite score, count by alert class,
count by top critical-mineral target).  Designed for the
$200K-$1M/yr customer tier where a single operator monitors
20-1000+ lease cells.

## Query parameters

- `x_api_key` string, nullable

## Request body

- DistrictPortfolioRequest: Mid-major / sovereign portfolio request. targets: [{lat, lon, target_id, target_name}, ...] A single mid-major customer typically tracks 20-200 lease blocks across one or more districts; a sovereign customer may track 1,000+ cells in a state-wide scan.
  - `operator_name` string, required: Operator / customer name
  - `portfolio_type` string: One of: junior, mid_major, sovereign_doe
  - `targets` object[]
